The architecture of a potential peace agreement for Ukraine is taking shape amid contradictory signals from Moscow, as Vladimir Putin expressed qualified support for Donald Trump’s diplomatic initiative while establishing conditions that may derail negotiations. The Russian president confirmed receiving a version of the peace plan discussed in Geneva between American and Ukrainian representatives, noting that Washington had accommodated certain Russian concerns in developing the proposal.

Putin’s response to the Trump framework combined diplomatic openness with military threats that underscore the challenges ahead. The Russian leader demanded that Ukrainian forces completely vacate territories they currently control before fighting can stop, presenting this as a non-negotiable requirement for peace. He warned that Russia stands ready to achieve its objectives through continued military action if Ukraine refuses these terms, effectively demanding surrender as the price for negotiations.

The Russian president also raised procedural objections designed to complicate the diplomatic process. Putin declared that signing any agreement with Ukraine would be “legally impossible” due to what he characterized as the illegitimacy of Zelensky’s government, which has remained in power past its constitutional term without holding elections amid the war. Additionally, Moscow demands that the international community formally recognize Russian control over Ukrainian territories as permanent sovereignty, transforming military occupation into legal annexation.

Trump’s peace proposal has undergone significant modifications after facing bipartisan criticism in Washington for appearing to grant Russia most of its war aims. Original elements reportedly included requiring Ukraine to cede Donbas, recognize Russian sovereignty over Crimea, drastically reduce its armed forces, prohibit foreign military presence and advanced weaponry, and accept permanent exclusion from NATO. Following diplomatic pressure from European allies, the proposal was condensed from 28 points to 19, with Ukrainian officials indicating conditional willingness to proceed.

President Zelensky faces mounting pressure from the devastating toll of continued warfare against the prospect of accepting terms many Ukrainians would view as capitulation. He has acknowledged that “even the strongest metal can break,” suggesting recognition that compromises may be unavoidable, while also characterizing the dilemma as choosing between national dignity and maintaining American support. As negotiations continue, Russian drone attacks on civilian targets in Zaporizhzhia demonstrate that the killing continues unabated, lending urgency to diplomatic efforts.
