European Union member states have given final approval to a plan to phase out all imports of Russian gas by 2027, marking a major step in reducing the bloc’s energy dependence on Moscow.
Under the approved measures, imports of Russian liquefied natural gas (LNG) will end by the close of 2026, followed by a complete ban on Russian pipeline gas from September 30, 2027. The decision forms part of the EU’s broader strategy to cut revenue streams linked to Russia’s war in Ukraine.
The plan was adopted by a qualified majority, with most member states backing the move despite objections from a small number of countries. Governments are required to submit gas diversification strategies by March 2026, detailing how they will replace Russian supplies and manage potential supply risks.
The ban will come into force in March, allowing existing contracts to continue during a transition period to limit market disruption. Temporary exemptions of up to four weeks may be granted in the event of severe gas shortages.
Although the EU has sharply reduced its reliance on Russian energy, Russia still accounted for about 13% of the bloc’s gas imports in 2025. The European Commission is now preparing further legislation aimed at fully phasing out Russian oil imports by the end of 2027.
